How to improve the penetration rate of energy-saving lamps?

Premier Wen Jiabao emphasized at the national teleconference on energy conservation and emission reduction work held on April 27 that the consumption sector should promote the application of high-efficiency energy-saving products, and this year, 50 million high-efficiency lighting products will be promoted.

How important is the issue of promoting the use of energy-saving lamps? Expert analysis shows that you can't underestimate the use of energy-saving lamps. First, although the energy-saving lamps are small, the lighting energy consumption is not displayed with data. China's lighting electricity accounts for 12%-15% of the total electricity consumption of the whole society. Second, although the energy-saving lamps are small, the energy-saving potential is great. Some experts have calculated a fine account: If a 10 watt energy-saving lamp is used to replace a 60-watt incandescent lamp with similar brightness, using 1.2 billion lamps per country and 4 hours per day for each energy-saving lamp, the annual energy savings are equivalent to the entire Three Gorges. The total power generation of the hydropower station throughout the year! If all the existing ordinary incandescent lamps are replaced with energy-saving lamps, the country can save more than 60 billion kilowatt-hours a year, equivalent to the annual electricity consumption of a province in the central region! China is the world's largest producer of energy-saving lamps. In 2005, the output of energy-saving lamps reached 1.76 billion, accounting for about 90% of the world's total output. However, such huge production has not been converted into the use of Chinese consumers, more than 70%. Products are used for export.

As early as 1996, the country launched a green lighting project to promote the use of energy-saving lamps throughout the country. Statistics show that in the past 10 years since the implementation of the project, the production ratio of fluorescent lamps and ordinary incandescent lamps in China has increased from 1:6.25 in 1995 to 1:1.5, and the cumulative power saving has reached 59 billion kWh, which is equivalent to reducing carbon dioxide emissions by 17 million tons and reducing sulfur dioxide. It emits 530,000 tons.

However, the energy saving potential of energy-saving lamps has not been effectively utilized. So, what is the impact of our promotion of energy-saving lamps?

Cheap and good quality is the common pursuit of consumer shopping, and both of them are difficult to achieve in the use of energy-saving lamps. Let me talk about the price first. At present, most of the incandescent bulbs on the market are only about 1 yuan, while the energy-saving lamps are 6 to 7 yuan cheaper, and the expensive ones are 10 to 20 yuan. If you calculate the electricity bill, it is cost-effective to use energy-saving lamps. For example, an 11 The 3U energy-saving lamp of Watt is equivalent to a 60-watt incandescent lamp. The former price is 22 yuan, and the latter price is only 1 yuan. It is assumed to be used for 4 hours per day and 0.47 yuan per kilowatt-hour for civil electricity. The electricity cost can be saved by about 33 yuan. However, the premise of this account is that the energy-saving lamp has a service life of at least one year.

This leads to the second factor that affects our promotion of energy-saving lamps: quality. In recent years, under the background of the country's strong promotion of energy-saving lamps and large-scale enterprises' intensive technological innovation, the quality of energy-saving lamps has been significantly improved. However, this is just like the two sides of a coin. In the face of huge consumption potential and profit margin, some enterprises have rushed into the field of energy-saving lamp production regardless of whether they have qualified production capacity, which eventually led to a mixed market of energy-saving lamps. According to the data, in April this year, the results of the quality inspection of energy-saving lamps in the circulation areas of Beijing, Shanghai and Guangzhou showed that among the 61 energy-saving lamps sampled, only 24 groups were qualified, and the pass rate was 39.3%.

If the quality does not meet the requirements, the energy-saving effect of energy-saving lamps will inevitably be discounted. If the price is too high, the sayings that “energy-saving lamps are not energy-saving” and “energy-saving lamps are not cost-effective” will inevitably become popular among consumers. Promote cognitive barriers to energy-saving lamps.

From this point of view, cheap and good quality should not only be the pursuit of consumers, but also the pursuit of designers and producers. In other words, only when the cheap and good quality becomes the pursuit of designers and producers, the products that are innovated will be quickly popularized, and they will have a strong vitality.

In the process of promoting the use of energy-saving lamps, there is another factor that cannot be ignored. That is policy support. This kind of boost is manifested in at least three aspects: First, the promotion of energy-saving lamps. According to reports, some developed countries and regions have successively formulated and issued timetables for disabling incandescent lamps. For example, in February this year, Australia requested to implement fluorescent lamps instead of incandescent lamps nationwide by 2010; the California State Assembly passed The bill prohibiting the use of incandescent lamps and switching to energy-saving lamps by 2012; the EU announced the ban on the use of incandescent lamps in mid-2009; Canada has banned the sale of non-energy-saving lamps throughout the country and plans to completely ban non-energy-saving lamps within five years.

The second is to strongly encourage the use of energy-saving lamps. It is understood that every time a US consumer purchases an energy-saving lamp with the "Energy Star" logo, he can get a subsidy of $3. Banks offer special concessional loans, discounted sales and even free gifts, and government-funded lighting renovation policies that encourage the production and use of energy-saving lamps have also been widely used in some developed countries.

The third is to strengthen production and circulation management. In view of the current situation of uneven energy-saving lamps, it is necessary to set a threshold for the production of energy-saving lamps, and implement energy efficiency labels in a timely manner, so as to effectively eliminate inferior energy-saving lamps from the source and enter the market.

Fortunately, the promotion and use of energy-saving lamps are gaining more and more attention in China. Since last year, the green lighting project has been included in China's “ten key energy-saving projects”. During the “11th Five-Year Plan” period, China will promote the use of 150 million energy-saving lamps and save 29 billion kWh. It is reported that the relevant state departments are studying and formulating preferential policies for promoting the use of energy-saving lamps, including the implementation of energy efficiency labels. With the elimination of factors that are not conducive to the promotion of energy-saving lamps, energy-saving lamps will surely become an essential daily necessities in our lives.
