In order to properly negotiate the contradictions between electricity and price, ensure the power supply, support the development of renewable energy, and promote energy conservation and emission reduction, the State Electricity Regulatory Commission and the State Energy Administration decided to adjust the price level appropriately. The relevant matters are hereby notified as follows:
I. Appropriately increase the on-grid tariff of thermal power plants (1) To influence the impact of rising coal prices on power generation costs, the relevant provinces (municipalities) have adjusted the on-grid tariffs of coal-fired power generation enterprises, and the price increase criteria (including taxes, the same applies hereinafter) have been calculated separately. For: Shanghai 2 cents, 2.5 cents in Jiangsu Province, 2.5 cents in Zhejiang Province, 1.8 cents in Anhui Province, and 2.74 cents in Fujian Province. The above-mentioned provincial (municipal) coal-fired power-generating enterprises have adjusted their on-grid tariffs simultaneously. For on-grid coal-fired power generation enterprises with low tariff levels and difficulties in operation, the on-grid tariffs for coal-fired power generation enterprises are appropriately adjusted. The specific electricity tariffs of the relevant power generation enterprises are shown in Appendix 1. Fujian Province's difficult-to-operate Longyan Hangkou, Fuping, and Yong'an Power Plants have an on-grid tariff of 1.5 cents per kilowatt-hour.
(2) The base price for the unified sales of East China Power Grid Company's tie line was adjusted to 0.3862 yuan per kilowatt-hour.
(C) "Suidong East to send" coal-fired power generation companies to increase the on-grid tariff by 2.7 cents per kilowatt-hour; Shanxi Yangcheng power plant in the first and second phase to send Jiangsu Province, the on-grid tariff increases by 3 cents per kilowatt-hour, Yangcheng to Jiangsu transmission prices 0.5 cents per kilowatt-hour downward.
Second, adjust the on-grid tariffs of some hydropower companies to ease the operational difficulties of hydropower companies and appropriately increase the on-grid tariffs of some hydropower companies. In Jiangsu Province and Anhui Province, the power tariff for integrated hydropower stations was increased by 2 cents and 1.8 cents per kilowatt hour. See Appendix 1 for specific electricity tariffs for power generation companies.
III. Launching trials for denitrification electricity prices To encourage coal-fired power generation enterprises to implement denitrification requirements, coal-fired power generation enterprises that installed and operated denitrification devices in Shanghai, Zhejiang, Jiangsu and Fujian provinces (cities) were accepted by national or provincial environmental protection agencies. After the provincial-level price authority has reviewed the trial, the denitrification price will be trialled, and the tariff will be temporarily executed at 0.8 cents per kilowatt-hour.
Fourth, increase the renewable energy price additional standard According to the development needs of renewable energy, in accordance with the "Renewable Energy Law" and the "Implementation of Renewable Energy Power Generation Price and Expenses Management Trial Procedure" issued by the Committee of the People's Republic of China (Price of Development and Reform [2006] No. 7) The relevant regulations will increase the price of renewable energy tariffs imposed on electricity use other than residential life and agricultural production to 0.8 cents per kilowatt-hour.
V. Increasing the sales price of power grids (1) The average price increase rate for the provincial (municipal) sales price per kilowatt hour is: 3.5 cents for Shanghai, 3.54 cents for Jiangsu, 3.4 cents for Zhejiang, and 2.4 cents for Anhui. Fujian Province has 3.5 cents. The specific electricity price standards for various users after the price adjustment are shown in Attachments II to VI. Among them, the electricity price for residents' livelihood is piloted and the specific plan is implemented by the provincial-level price department after the price hearing is organized according to the “Guidance on the pilot electricity price for residential electricity use by residents†issued by the Committee.
(B) Further improve the sales price structure. Agree that Shanghai will use ferroalloy, calcium carbide, caustic soda electricity, and ion-exchange membrane caustic soda electricity as the ferroalloy and caustic soda (including ion membrane) electricity categories; Zhejiang Province will combine non-industrial and general industrial and commercial electricity into general industrial and commercial and other electricity categories Fujian Province merged chlor-alkali production with calcium carbide and pesticide production. Appropriately increase the proportion of basic electricity prices in the two-part tariffs of Shanghai, Jiangsu and Anhui provinces (cities).
(C) Further improve the time-sharing tariff policy. Agree that Shanghai will appropriately increase seasonal price spreads; Jiangsu Province will increase electricity prices by 2 cents per kilowatt-hour except for residential life; Anhui Province will suspend the implementation of the online peak-to-valley time-of-use price policy and appropriately adjust sales. On the side of the peak time and price policy, during the peak period, the electricity price will increase by 55% on the basis of the flat-period electricity price, of which the electricity price in the peak period between July and September will increase by 65% ​​on the basis of the flat-rate electricity price.
6. The implementation of the above tariff adjustment will be implemented from December 1, 2011 onwards.
VII. Relevant Requirements (1) The competent pricing departments of all provinces (cities) must organize meticulously and make careful arrangements to do a good job of the current price adjustment work to ensure that relevant policies are put in place in a timely manner.
(2) All power companies must strictly implement the national electricity price policy, earnestly strengthen management, tap potential and reduce consumption, ensure normal production and operation, and ensure the safety and stability of electricity supply.
(3) All localities shall not exceed the authority of price management and arbitrarily impose preferential price measures on high-energy-consuming enterprises; they shall not arbitrarily increase or decrease the price of electricity for grid-connected electricity generation companies or electricity users. The competent pricing department and the power regulatory agency shall strengthen the guidance and supervision of the implementation of the tariff policy, and report problems in a timely manner.
