The bounce-free switch U1 triggers a single MVBR U2 with a ground operating voltage of 7V. When Q1 is saturated by the U2 pulse, it applies a 250ms 12.5V programming pulse to the Vcc terminal of the memory chip (pin 16) and turns on the pre-addressable bit fuse to make the logic one.
